Adrian Sains

Adrian is a highly experienced civil engineer and strategic infrastructure advisor who’s 38 year career spans leadership, governance, and complex infrastructure planning. He has held senior operational and general management roles in both the UK and Australia, including a decade with a major UK public corporation and ten years with Cardno advising on infrastructure delivery across Queensland.

In 2016, Adrian founded ACS Consult to provide strategic infrastructure advisory services to government, developers, and industry partners. He applies his expertise in structure and neighbourhood planning, development applications, infrastructure servicing, and the preparation and negotiation for project funding and infrastructure agreements.

Adrian has advised on some of the state’s most significant growth and development initiatives, including the Ripley Valley and Greater Flagstone PDAs, the Logan Water Alliance and the City of Moreton Bay’s Infill Housing Expert Panel.

He is highly experienced in Local Government Infrastructure Plan (LGIP) reviews, having undertaken compliance assessments and major LGIP updates for local government across Queensland.

Adrian has also provided expert witness evidence to the Planning & Environment Court on infrastructure planning matters.

Cindy Lamb

Senior Project Engineer

Cindy is a Senior Civil Engineer with over 20 years of experience in the field of civil engineering infrastructure in residential, commercial and defence developments.

Her experience includes project management, preliminary site plan design and layouts, feasibility studies, detailed design drawings, preparing tender documents and specifications, construction administration, and design and construction coordination with architects, surveyors, clients, and other engineering disciplines.

Cindy joined Stantec (then WRG) in the United States in 2003 upon graduation, where she began her career in the drafting and design of commercial, townhouse, and condominium developments. During her time in the United States, she obtained her Professional Engineering license in 2007.

In 2008, Cindy transferred to the Stantec (then Cardno) office located in Brisbane, where she expanded her experience to include residential development and defence projects. In May 2024, Cindy joined ACS Consult and leads on the Project Coordinator role for multiple clients and projects located in the Ripley Valley PDA.

Steve Hancock

Senior Project Engineer

MIEAust BEng (Hons), CPEng, RPEQ

Steve is a Civil Engineer with over 12 years’ experience. He began his engineering consulting career with Cardno (now Stantec) on residential subdivisions, including feasibility studies, estimates, staging, design delivery, and contract administration. Steve’s experience extends to Greenfield planning and includes infrastructure servicing assessment and costing, preparation of offset claims and assisting with infrastructure agreements.

Steve spent three years working as a Principal Technical Assessor for the Queensland Reconstruction Authority, which involved assessing submissions from local governments applying for disaster recovery funding, ensuring applicants met the funding requirements and works provided value for money for the State and Federal Government.

Steve joined ACS Consult in May 2025 and quickly established himself as a lead Project Coordinator in Ripley Valley for multiple clients and projects. He has also provided assessment for successful RAF funding submissions and minor works to support infill development. Steve has a genuine interest in the property development space, having successfully completed his own small subdivision project (1 into 5) in Logan.
