2,000 lot development for Stockland. Commenced 2025 with 150 lots completed to date.

Role includes project coordination to comply with MEDQs Construction Procedures Manual, coordinating bulk earthworks, civil, landscape, stormwater and electrical certifiers.

To ensure consistency of approach with the objective of assisting with timely resolution of issues with City Council as MEDQ’s Delegate.

Providence Aerial

Project Coordinator Providence, Ripley Valley

7,000 lot development. Commenced 2006, originally with Amex/Okeland and subsequently with Stockland following acquisition in 2020. 2,500 lots completed to date.

Role includes structure planning and approvals advice, Infrastructure Master Plans for engineering disciplines, context planning, and infrastructure offsets.

Project coordination to comply with MEDQs Construction Procedures Manual.

New Bundaberg Hospital Precinct Planning

2025 precinct plan for Bundaberg Regional Council.

Infrastructure planning to inform a proposed amendment to the Bundaberg Regional Council Planning Scheme.

To incorporate local planning for the Bundaberg Health and Enterprise Precinct surrounding the new Queensland Government Bundaberg Hospital at Thabeban.

Local Government Infrastructure Plan

2022 LGIP review for the City of Gold Coast.

ACS Consult is included on the State Government panel of pre-approved reviewers for Local Government Infrastructure Plans, including undertaking 5 year reviews.

The 2022 review of the City of Gold Coast LGIP was undertaken to ensure trunk infrastructure planning, including water, wastewater, transport and parks, aligned with the forecast population growth and changing demand. This included advice on updating infrastructure schedules, costs, and plans to ensure sustainable outcomes.

Morayfield South Structure Plan

2020 planning for the City of Moreton Bay.

ACS Consult provided infrastructure planning advice to AECOM and the City to develop a Temporary Local Planning Instrument (TLPI) Morayfield South Emerging Community Area which includes an updated Structure Plan.

The draft structure plan includes identification of environmental corridors,
the need for new or upgraded roads,
proposed community services locations and open space and recreation areas.

Emerald Ridge Structure Planning

2700 lot development for McHale Group.

Commenced 2016 ACS Consult has provided advice on all aspects of planning, approvals and infrastructure delivery to assist with development management of a major Greenfield site in the Ripley Valley PDA.

The project includes a combined MCU and ROL application that requires consultation with local and state government agencies and collaboration with adjacent developers.

Redbank Plains Bridge Assessment

2021 options report for Goodman Group

The report considers the construction of a new rail bridge and reconfigured road access to provide a second heavy vehicle access into the Redbank Motorway Estate Stage 4 including the replacement of an existing road over rail structure.

The assessment required extensive consultation with Queensland Rail on operational track requirements, Ipswich City Council on asset ownership and TMR on adjacent road design.

Bagara Emerging Communities Masterplanning

2022 trunk infrastructure planning for Bundaberg Regional Council.

In partnership with AECOM, network investigations were completed for stormwater (quantity and quality), transport, public open space (nodal and linear) and water & wastewater.

The infrastructure masterplan recognises synergies and interdependencies between assets and the need to establish an equitable and deliverable solution that could be supported by Council and the community despite fragmented land ownership.

South Logan Sub Regional IA

Multiple developer representation at Project Control Group. Commenced 2016.

Representation at coordination meetings on behalf of Mirvac, Celestino, Peet (to 2024), Pacific, Pioneer (now Mirvac) and Lendlease (now Stockland).

Including review, advice and submissions on the financial model reset in 2022 and ongoing review prior to the 2027 reset.

Schedule of works includes $1.4B sub regional trunk roads and trunk water & wastewater to support the Greater Flagstone and Yarrabilba PDAs.

Rose Creek, North Elimbah

5,000 lot infrastructure planning for the Dennis Family Group Commenced 2025

ACS Consult is the lead infrastructure coordinator for preliminary trunk infrastructure network planning for roads and wastewater to support an emerging Greenfield site.

The scope includes development of a Structure Plan and context planning for the whole of North Elimbah (15,000 lots) and associated neighbourhood planning to prepare for ROL submissions.

Warabah Sports Parks

2025 sports park options for City of Moreton Bay.

Supporting Mewing Consulting, ACS Consult provided engineering advice for an options report for planning and technical analysis that lead to the identification of appropriate and preferred sites for two District Sports Parks and one Regional Sports Park proximate to the Waraba PDA.

The assessment included site constraints, accessibility, compatibility with surrounding uses, infrastructure servicing, constructability and indicative costs.

Ripley Valley Catalyst Infrastructure

South Ripley Catalyst funding for Stockland. Commenced 2022.

ACS Consult initiated and prepared a successful Catalyst Infrastructure Fund (CIF) bid for $100M of State funding to support missing links in the road, water and wastewater infrastructure.

The projects are supported by $100M of match funding from developers. ACS developed project funding and sequencing and assisted with IA development with MEDQ and benefitting landowners.

Works include 11km of trunk arterial road, 5km of trunk sewer mains, a new water reservoir and 16km of trunk water mains and will be constructed in the period 2026-2029.

Open Space & Community Infrastructure Offsets

Infrastructure offsets for Stockland & Intrapac. Commenced 2020.

ACS Consult have managed the coordination and submission of over $25M of infrastructure offsets for Major and District sports fields, linear open space, creek buffers and neighbourhood recreation parks.

A major health hub (satellite hospital), two primary schools and a high school.

Ripley Valley Passive Tree Irrigation

Ripley Valley PDA Implementation Offset project for McHale Group. Commenced 2024.

ACS Consult have developed proposals for passive irrigation of street trees from residential roofwater in the Ripley Valley PDA. The project is a pilot endorsed Ipswich City Council and MEDQ and funded through Implementation Offsets.

The assessment will run over 5 years and include regular progress reporting. If successful the proposals may be adopted as a standard detail by Council.
